Hornsea Four Non Material Change Application

Orsted Hornsea Project Four Limited has submitted a Non-Material Change application (NMC) to the Secretary of State for Energy Security and Net Zero to amend the Hornsea Four Offshore Wind Farm (Hornsea Four) Development Consent Order (DCO) that was granted in July 2023. The DCO requires the construction of an artificial nesting structure (ANS) as a compensation measure for the potential impacts of Hornsea Four on kittiwake.

The proposed amendment seeks to shorten the length of time the ANS needs to be in place before Hornsea Four becomes operational. It calls for a change from four breeding seasons to two breeding seasons.

A copy of the NMC application and its accompanying documents are available for inspection, free of charge, via the Planning Inspectorate’s website or the below link. Statutory and local stakeholders are invited to read the relevant documentation. Feedback on the application must be received by the Planning Inspectorate by 11.59pm on 10th June 2024.
